RE: referendum initiative to change Region municipality Ceresole Royal Locana - Open Letter

Dear Mr. Mayor,
learned from news press the intention of the Municipality of Real Ceresole and Locana to start the process of the referendum, in the terms and conditions provided for by law, for the passage of the respective Towns from Piedmont to the Aosta Valley, in the initiative promoted by the Association. Comi.Conf. - Association of adjoining municipalities that raised within the Movement Project Piedmont considerable concern, especially in the aspect of practical relapse.
Before considering the merits of the statement I would like to clarify what the Movement Piedmont Project. The Piedmont Project
Movement is a political movement open, secular and nonsectarian, founded on the initiative of a group of citizens of Piedmont in Casale Monferrato, the ancient capital of Monferrato, June 24, 2009, the feast of the patron saint of Turin.
Its primary objective is to achieve Special Statute for the Piedmont along the lines of those already existing under the Constitution which is the fundamental point of reference of the movement, along with the values \u200b\u200bof freedom and autonomy in the Charter of Chivasso.
Without this essential premise and back to the main claim I want to emphasize that the initiative - undertaken in consultation and in coordination with the Ass. Comi.Conf. - Basically unconvincing, because - if it was that the referendum process to be successful - to make a marriage should be two and the statements of the President of the Aosta Valley are exactly in the opposite direction from that auspicato.
Un secondo aspetto, poi, è che – sempre ammesso e non concesso che Ceresole Reale e Locana diventino comuni della Regione Autonoma Valle d’Aosta – il problema dei comuni confinanti non verrebbe risolto, ma caso mai soltanto spostato, perché sarebbero i comuni cosiddetti di “seconda fascia”, oggi con voi confinanti, ad essere nella condizione di portare avanti le Vostre attuali recriminazioni.
In poche parole: non è spostando la linea di demarcazione tra il Piemonte e la Valle d’Aosta (lo stesso discorso potrebbe valere per la Lombardia ed il Veneto con il Trentino Alto Adige ed il Friuli Venezia Giulia) che si risolve un problema.
E, purtroppo, non lo si risolverà neanche in sede romana, visto il nettissimo taglio operato al Fondo di solidarietà per le aree disagiate e depresse.
La risposta, a nostro avviso, passa attraverso un confronto aperto e leale, anche aspro se necessario, ma sempre civile e costruttivo, con le Istituzioni piemontesi, a partire dalla Regione e dalle Province interessate, affinché le soluzioni possano essere trovate dal territorio e sul territorio e non attendendo la carità romana, coinvolgendo non solo il mondo della politica ma anche gli operatori economici e le realtà sociali che vi lavorano e vivono.
